DGS MBE Program

The Department of General Services (DGS) has an aggressive MBE Program in place to maximize the business it conducts with minority business enterprises. DGS actively encourages minority-owned firms to participate in the state procurement process. Business opportunities with the state exist in the areas of construction, architecture/engineering, commodities,   Business Opportunities Manual

maintenance and services.

DGS is committed to carrying out the State's Minority Business Enterprise policies as identified in the State's procurement law and regulations. The law requires that except for leases of real property each unity shall structure procurement procedures to:

  • encourage participation in the process by certified MBEs; and
  • try to provide a fair share of procurement contracts to certified MBEs.

Our mission is to achieve a minimum goal of 25 percent of the designated unit's total dollar value of procurement contracts is made directly or indirectly to certified MBEs. Of that 25% goal, a minimum of 7% is to be awarded to certified African American-owned MBEs and a minimum of 10% is to be awarded to certified women-owned MBEs.

DGS is firmly committed to the success of the State's MBE Program. Our goals and objectives are to achieve and/or exceed the twenty five (25%) of the total procurement contract dollars to certified minority business enterprises. This has been incorporated in our Management for Results. In doing so, DGS will:

  • Maximize contracting opportunities to minority businesses in all procurement of construction, commodity, maintenance, architect/engineering, and services.
  • Increase MBE participation in commodity procurement.
  • Enforce MBE compliance policies and procedure for prime contractors and minority subcontractors who are doing business with the Department.

The Department of General Services is firmly committed to the success of the State's MBE Program. We are also committed to fostering a better understanding of its importance. While progress has been made, there is still much to be done.
