Executive Staff

Leigh Williams is a seasoned attorney and strategic business consultant with over 25 years of experience representing leading telecommunications, gas, water, and energy companies and suppliers; engineering, transportation and technology firms; and developers, builders and facility planners, to name a few. She also builds coalitions; devises initiatives; recommends workable solutions; navigates political, regulatory, legal and business processes; manages reputations; builds coalitions; assesses risks and rewards; and forecasts financial implications.

Her primary focus is to guide the DGS Office of Energy Performance & Conservation, which provides leading-edge professional and technical services to reduce statewide energy consumption, increase energy efficiency and provide access to and benefit from optimal, sustainable and reliable energy commodities. State agency energy reduction programs include agency energy planning, energy performance contracting, energy use tracking, energy commodities purchasing, renewable energy sourcing, and demand response and energy security planning. 

Before joining DGS, Ms. Williams was tapped by Governor Larry Hogan in May 2015 to lead the Maryland Energy Administration. During her tenure at MEA, she worked to maximize energy efficiency in the state, reduce the state’s reliance on foreign fuel, and improve the environment. The agency also helped Maryland businesses become more competitive by introducing new technologies and developing strategies for emerging competitive energy markets beneficial to the state.

Ms. Williams earned a Bachelor of Science degree from Indiana University in Bloomington, Indiana, and a Juris Doctorate from Indiana University School of Law.
