Beatrice P. Tignor, Ed.D was
appointed Deputy Secretary of the Maryland Department of General
Services on March 22, 2007. As Deputy Secretary, Dr. Tignor advises
the Department Secretary keeping him abreast of all department
activities, plans strategies and shares responsibility with the
Secretary for management of the Department.
Dr. Tignor has a lengthy history of public service. She served from 1995 to 2006 as Director of Procurement for Montgomery County. During her tenure with Montgomery County Government, Dr. Tignor won national honors from the Harvard School of Government for the County’s innovative procurement system. She also had significant involvement in energy savings programs, “green” purchases, and the County’s minority business program which saw participation increase from $37 million to $100 million in 10 years.
From 2002 to 2006, Dr. Tignor served as Chair
of the Prince George's County Board of Education. She was also
a member of the Maryland General Assembly. As a State Senator,
she served on the Budget and Taxation Committee and the Capital
Budget Committee. As a Delegate, she served on the House Ways and
Means Committee.
Dr. Tignor holds doctorate degrees in higher education (Ed.D) and administration and supervision (Ed.S) and her Masters in Education from George Washington University. She earned her B.S. degree from Bowie State University.
Dr. Tignor resides in Upper Marlboro, Maryland.
