WARNER I. SUMPTER NAMED NEW
GENERAL SERVICES POLICE CHIEF

National Guard and State Police Veteran Takes Oath of Office in Baltimore Ceremony

BALTIMORE (February 4, 2004) – Warner I. Sumpter was sworn in today as the new Maryland Department of General Services (DGS) Chief of Police. Sumpter was administered the oath of office by DGS Secretary Boyd K. Rutherford.

“Chief Sumpter brings invaluable police and military experience to DGS…experience that will serve him well as he takes command of the Department’s law enforcement division,” said Secretary Rutherford. “With homeland security a top priority of State government, Chief Sumpter will work hand-in-hand with other State agencies to ensure the safety of government employees and the thousands of Maryland citizens who visit our buildings.”

Sumpter’s career with two Maryland organizations – the Army National Guard and the Maryland State Police – spans more than 35 years, the majority in leadership positions.

“Warner Sumpter’s careers as a soldier and as a Maryland state trooper give him a wide range of leadership and command experience,” said Maryland State Police Superintendent Colonel Thomas E. “Tim” Hutchins. “He is a true leader whose competence, commitment and leadership abilities make him an ideal addition to State law enforcement in Maryland.”

Most recently, Sumpter served as Assistant Adjutant General with the Maryland Army National Guard where he commanded over 6,000 National Guard soldiers, including more than 750 full-time employees. Prior to joining the National Guard, Sumpter spent more than 20 years with the Maryland State Police (MSP), starting as a Patrol Trooper in Annapolis and rising to Commander of the Executive Protection Division and later as Commander of the MSP Aviation (Med-Evac helicopters) Division.

“Our goal is to upgrade the professionalism of the force and to improve partnerships with allied law enforcement organizations,” said Chief Sumpter. “I look forward to working with the dedicated DGS Police Officers and security personnel.”

Sumpter will command a force of 98 sworn officers and 107 security officers who provide around-the-clock security for Annapolis and Baltimore State Office Centers, including 30 buildings, five parking garages and 17 surface parking lots.
