BALTIMORE (April 13, 2004) – Department
of General Services (DGS) Secretary Boyd K. Rutherford announced
today the appointment of R. Kenneth Ziegler, Jr. as Chief of Staff
to DGS Police Chief Warner I. Sumpter. Zeigler, who resides in Hampstead,
Carroll County, becomes the first Chief of Staff for DGS Police.
“Ken Zeigler brings valuable law enforcement experience to

The DGS Police force has 98 sworn officers and 107 security officers
who provide around-the-clock security for Annapolis and Baltimore
